PSP IRC Chat Program Early Build

In this basic build of PSP2IRC, Gary13579 has implemented a few minor features. The program can only connect to one server, but in the future he promises that you will be able to configure your own web server for complete control. The IRC, or Internet Relay Chat, can be used for hundreds of things, from sending files and videos to just chatting. This runs through the PSP web browser.
