RIN 1.1 Speed Fix

This file was just released minutes ago at PSPwiki. Apparently it is a speed fix for the RIN GameBoy/GameBoy Color Emulator. There is no readme or author listed so we are trying to figgure out exactly how this works. Please leave your comments below.
