Some insights on WoW’s PoM and global cooldown

A simple diagram is as follows: [1st spell] -> [1.5 seconds gap] -> [second spell] -> [1.5 seconds] -> [third spell] and so on.

Actually, it is easy to understand. However, at times, there’s a bit of confusion going on involving certain spells. Seasoned player Tseric has this commentary posted on the official Blizzard forum. They should, at the very least, provide some light regarding the matter:

If Presence of Mind triggered a Global Cooldown, it basically negates itself. Point being, you should be able to cast your next spell instantly, but can’t. Now, while this additional time on Counterspell affects the usage of it, you can’t really say it changes the core function of the spell. It simply applies to different situations or lends itself to different usage.

Simply put, there is a basic reasoning behind affecting subsequent spells. Some spells are specifically made and designed to allow immediate use of another spell, instead of just one spell changing another. Not triggering a global cooldown supports this idea for Presence of Mind.
