Workaround woes: Xbox classics appear to be region-locked

It looks as if the Xbox Live workaround of making a Silver Xbox Live account for different countries doesn’t work anymore. A Siliconera report mentions that they were unable to buy Magatama or Puyo Pop Fever, two games exclusive to Japan’s Xbox Live.
Microsoft appears to have disabled the workaround for buying Xbox Classics titles outside one’s own region. Here’s what Siliconera’s Spencer had to say about it when he tried to purchase either game:
I got ready to expend 1,200 Microsoft Points when an error message popped up explaining the download was not available in my region. The same problem occurred with Puyo Pop Fever. I turned off my 360 and tried again, but this time the option to download the games was not present.
Spencer noted that you could still pick up the freebies listed on the Japanese Xbox Live site, but the “importing” of Japan-specific games seems out, at least for now.
