According to the official page of Command and Conquer 3: Tiberium Wars for the Xbox 360, the game will have support for X360’s Vision Camera. Here are the exact words from EA’s site for C&C 3:

Plus, for the winner, the Spotlight cam gives you an unchallenged ten seconds of fame to let your enemy know exactly how you feel about your victory.
It’s nice that EA is maximizing the capabilities of the Live Vision Camera to ensure that the game would be more fun. Not only would you know your opponents but you could also get some serious bragging rights and with the 10 seconds of fame clause, some serious taunting is bound to happen. Well, we ain’t sure if this move is gonna make the Xbox 360 game more successful, but it sure is an interesting development.
