Is BioShock 2’s first paid DLC an unlock key?

Remember all the ruckus that surrounded Resident Evil 5‘s versus mode paid DLC and whether or not it was just an unlock key for something that was already on the disc? The same thing seems to be happening again, only this time it involves 2K Games and BioShock 2.

Members of 2K’s official boards have voiced concerns over the fact that the Sinclair Solutions Test Pack is only 24k on the PC version and 108k on the 360 version. One member claims to have checked the PC version and found that the “criminal” (Louie McGraff, I think) is already there.

 

The Sinclair Solutions Test Pack was released on March 11 for 400 MS Points / US$ 4.99. It contained a rank increase, a pair of new playable characters, a third weapon upgrade, and new trials and masks.
