I was able to talk to the renowned leader of the development crew for Oblivion: Destiny's End today. He released to me this information. "Oblivion: Destiny's End will feature a dynamic server system... An entire city can be burned to the ground in a war on Server (A), and be gone, but on Server (B) that city will still be standing, thus creating a dynamic, role play-oriented and changed world on each server. Every server evolving into its own historical experience." Also, on top of this information, Josh has sent me an In Game render of a character in the game to be named "Shargraith" which is actually based on Yours Truly, from the text game Final Fantasy Compendium. Here is what he looks like on a Mid-Quality setting.

The game is set for an April 2007 beta release. It will supposedly set the next industry standard for MMORPGs - a tall order, that; let's see how it stacks up against the best.
